Choosing a pool builder in the GTA.

Where this stands
No new-build contractor has cleared our checks yet, so no builder is listed on this page today. That is deliberate: an empty list is more useful than a ranked one built on advertising. The checks below are the same ones a company must pass to appear — and if you are a builder, start here.
Shell type
Three ways to build a pool, three different obligations.
The shell decides the shape you can have, the surface you maintain and what a repair looks like in year twelve. Prices are quoted per project, so compare construction, not a headline figure.
Gunite / shotcrete
A steel rebar cage is sprayed with concrete, then finished in plaster or a pebble aggregate.
- Best for
- Free-form shapes, unusual depths, vanishing edges and a shell that can be renovated instead of replaced.
- Watch for
- The finish is a wear surface, not a permanent one, and the result depends heavily on the crew's curing and plaster sequence.
Vinyl-lined panel
Steel or polymer wall panels are set on a prepared floor, plumbing is run behind the walls, and a vinyl liner is fitted over the whole shell.
- Best for
- Geometric layouts, a lower entry cost than concrete, and a smooth surface that is easy on feet and chemistry.
- Watch for
- The liner is a consumable, wall corrosion is the failure to inspect for, and the floor prep decides how the liner sits.
Fibreglass
A manufactured shell is delivered, craned over or through the property, and set on a prepared base with the plumbing connected.
- Best for
- The shortest on-site build, a non-porous surface, and less equipment on a tight lot.
- Watch for
- You choose from existing moulds, crane access is a real constraint, and the gelcoat can chalk and fade with sun and chemistry.
Next: the nine stages of a build and what to inspect at each one.
What it costs
A build is a $60,000–$250,000 decision.
These are published Ontario construction ranges, not quotes from a builder listed here. A standard GTA inground build is commonly quoted at $60,000–$130,000 +13% HST, and a typical closed job lands near $90,000– $110,000.
Fencing, landscaping, decking and a heater are often outside the shell price. That is how two builders quote the same pool with a $40,000 gap: they are not pricing the same scope.
What the municipality charges
Toronto — Zoning certificate$215
Required before a pool building permit is reviewed.
Mississauga — Pool enclosure inspection$403
Plus a $1,500 deposit held against the enclosure.
Only municipalities we have checked appear here. Fees change, so confirm the current schedule with the city before you budget. Published ranges by shell
| Service | Typical low | Typical high |
|---|---|---|
| Vinyl-linedOntario range; liner is a wear item replaced later | $55,000 | $110,000 |
| FibreglassOntario range; fastest on-site install | $65,000 | $120,000 |
| Concrete / guniteOntario range; any shape and depth, longest build | $100,000 | $250,000 |
Ontario published construction ranges, before 13% HST. Not a quote: access, rock, depth, decking and equipment move the number.
Demand is real but finite: Canada issued 14,149 pool permits in 2025, against 11,471 in 2024. A planning estimate for the GTA is roughly 1,000– 1,500 new residential pools a year. Builders book months ahead, so start in winter for a spring dig.
Before you sign
Eight things that belong in the contract.
A build goes wrong on paper before it goes wrong in the ground. Each of these is something a contractor can produce, and something you can verify.
- 01
A specification sheet, not a brochure
Shell type, dimensions, depth profile, wall and floor construction, plumbing sizes and runs, and equipment by model number. If two quotes do not describe the same pool, their prices are not comparable.
- 02
Exclusions written down
Decking, fencing, landscaping, gas line, electrical, water hauling, permit fees, engineering and HST. The cheapest quote is usually the one with the longest exclusion list.
- 03
Who pulls the permits
The builder should name the permits being pulled and who pays for inspections. A build that stalls on an unpermitted enclosure is a build that cannot be filled.
- 04
Insurance and WSIB, current
Ask for a certificate of insurance and a WSIB clearance certificate for the builder and its subtrades, dated for the period of the work. Verify the numbers rather than filing the PDFs.
- 05
A schedule with two real dates
The date they expect to excavate and the date the pool is swimmable. Then ask what happens to the price and the schedule if the dig slips a month.
- 06
Payments tied to milestones
A materials deposit is normal. Paying most of the contract before the shell exists is not. Tie each payment to a stage you can see and inspect.
- 07
Warranty split by component
Structure, finish or liner, equipment and workmanship usually carry different terms from different parties. Ask who honours each one if the builder stops answering the phone.
- 08
A written change-order process
Rock, groundwater and access problems change scope. Get the priced approval in writing before the extra work happens, not on the final invoice.
New-build requests are recorded separately from seasonal service calls · Free · No obligation
On the walkthrough
Ask what goes wrong, not what goes right.
A builder who has run twenty seasons will answer these without flinching. The answers tell you more than any gallery of finished pools.
- Who is on site day to day — your own crew or subcontractors?
- Which stages are subcontracted: excavation, electrical, gas, decking, plaster?
- Can I see a pool you built two winters ago, after frost?
- What is the access plan if the excavator cannot fit through the side yard?
- What happens to the price if you hit rock or groundwater?
- Who handles final grading, restoration and the fence?
- What is the inspection sequence in my municipality, and who books it?
- What do you do if the plumbing fails its pressure test?
Permits and inspections
A pool is permitted and inspected before it is filled.
Requirements differ by municipality, so the exact forms are your city's business. The shape of the process is the same across the GTA, and every item below should have a named owner in your contract.
If a builder cannot tell you which permits apply on your street, that is the answer to a different question.
- Building permit
- Issued by your municipality for the pool structure. Drawings and a site plan usually accompany the application.
- Pool enclosure
- The fence or barrier must satisfy the local enclosure bylaw before the pool holds water. Gates, latches and self-closing hardware are inspected.
- Gas
- Heaters and gas lines require a TSSA-registered gas contractor, with its own registration and inspection.
- Electrical
- Bonding, conduit, lights and equipment connections require an ESA-licensed electrician and an inspection before the work is covered.
- Utility locates
- Every dig starts with locates so the excavator does not find a gas main or a hydro line. Confirm they are booked before the machine arrives.
- Grading and drainage
- Some municipalities require a lot grading plan or drainage detail, and many limit where excavated soil can go. Ask before the spoil pile appears.
Plain answers
New pool questions, answered without a sales script.
Already have a pool? The seasonal guides cover openings, closings, liners and repairs.
Why are no pool builders listed on this page yet?
Because none has passed our checks. Listing a company here means we have seen its insurance certificate, its WSIB clearance and its trade registration where gas work is involved, and that a homeowner can reach it. That is the same bar used for every other listing on the site, and we would rather show an empty page than a paid advert dressed as a recommendation.
Which pool shell should I choose in Ontario?
It depends on the lot and on how long you plan to stay. Concrete gives you any shape and depth and can be refinished decades later. Vinyl-lined panels cost less to enter and carry a liner that gets replaced. Fibreglass goes in fastest but is limited to the manufacturer's moulds. Ask each builder to price the same dimensions in the shell types they actually install, then compare the twenty-year cost, not the deposit.
What does a new pool cost in the GTA?
There is no honest single figure. Excavation access, rock, the shell system, size and depth, coping and decking, equipment and site restoration each move the number by thousands, and two pools on the same street can differ because of the grade. We do not publish a fabricated average; we publish the questions and the specification checks that make three quotes comparable.
Can I get quotes for a new pool through this site?
Yes — send the request and it is recorded as a new-build job rather than a seasonal service call. It is free, there is no obligation, and you hire the contractor directly. When a builder clears verification it appears in the directory with the checks it passed.
