Pool contractors in Toronto, and how to check one

There is no pool contractor licence in Ontario
This surprises most Toronto homeowners. Ontario regulates the trades around the pool, not the trade of pool building itself: gas connections need a TSSA-registered technician, electrical work needs a licensed ESA electrician, and the enclosure has to satisfy your municipal bylaw. Anyone can print “licensed and insured” on a truck.
That is why the paperwork matters more here than the badge. Three documents separate a company that can absorb a mistake from one that disappears after it.
The five things to ask for
None of this requires technical knowledge, and a legitimate company sends all five without being asked twice. A company that resists is telling you something.
| Document | What it proves | Why it matters |
|---|---|---|
| Liability insurance | Certificate of insurance, $2M CGL minimum | Ask for the certificate, not a verbal yes. Check the policy is current and the legal name matches the quote. |
| WSIB coverage | Clearance certificate in the company's legal name | If a worker is injured on your property without coverage, the exposure can land on the homeowner. |
| Gas work | TSSA-registered technician | Heater installs, gas line changes and burner work. Ask for the registration number of the person doing it. |
| Electrical work | Licensed ESA electrician | Pump circuits, bonding, lights and automation. A general handyman cannot legally do this work in Ontario. |
| Business identity | Ontario business number and a real address | A number that answers and a truck that arrives are not the same as a registered business you can find later. |
What the work costs in Toronto
Toronto pricing sits at the top of the GTA, and the reason is access rather than quality. Narrow side yards, gated driveways, permit parking and shared laneways all add carrying distance. A pool in Etobicoke with a wide gate and a clear path can cost $200 less to open than the same pool two streets away with a 30-inch gate.
Toronto's mix of 1950s bungalows and newer infill means a lot of narrow side yards, gated access and shared driveways. Expect a short access surcharge when equipment has to be carried more than 75 feet.
Liner replacement is the one job where Toronto prices surprise people: $5,300–$9,200 installed for a standard rectangle, before HST. Custom shapes, wall repair and water hauling are quoted on top, and water hauling is not optional on most Toronto jobs because municipal bylaws restrict where pool water can go.
Red flags that cost real money
- Cash-only with no invoice. No invoice means no warranty you can enforce and no record for an insurance claim.
- A price far below the local range. In Toronto the low quote is usually missing chemicals, a proper vacuum, or the blowout on a closing. Ask what is excluded.
- “We’ll do the gas line ourselves.” Gas work without a TSSA-registered technician is not legal, and your insurer can refuse the claim.
- Deposit to a personal e-transfer. The name must match the company on the insurance certificate.
- No fixed address. A phone number and a truck are not a business you can find in March when the liner lifts.

Before you book
Five questions, and the answer you want
All five change what you pay. None of them require you to know anything about pools.
- 01
Is the diagnostic or site visit credited against the work?
You want a yes, or a fixed number in writing before anyone arrives.
- 02
What is the not-to-exceed number?
A ceiling before work starts. It is the difference between a quote and an open invoice.
- 03
What does the scope exclude?
Water hauling, algae treatment, deck repairs and parts are the usual exclusions. Ask for the list.
- 04
Who is actually on site?
The company you hired or a subcontractor. If it is a sub, whose insurance covers the work?
- 05
What is the labour warranty?
At minimum the same fault for 30–90 days, in writing on the invoice.
Contractor FAQ
Hiring questions, answered plainly
Every figure on this page is a planning band, not a quote from a specific company.
How do I check a pool contractor in Toronto?
Ask for three things before anyone visits: a certificate of insurance showing at least $2 million commercial general liability with the pool owner named, a WSIB clearance certificate in the company's legal name, and the Ontario business number that matches it. For gas heater work, ask for the TSSA registration of the technician doing the connection; for electrical work, the ESA licence of the electrician.
Do pool contractors in Ontario need a licence?
Ontario does not license pool contractors as a trade. What is regulated is the work around the pool: gas connections by a TSSA-registered technician, electrical work by a licensed ESA electrician, and the pool enclosure by municipal bylaw. That gap is exactly why insurance and WSIB proof matter more here than a badge on a truck.
What should a Toronto pool opening cost?
A standard inground opening runs $425–$725 before HST, including cover removal, debris cleanup, vacuuming, equipment checks and startup chemicals. A closing with a line blowout runs $450–$750.
Why do Toronto quotes vary so much for the same job?
Access, not quality. A narrow side yard in the Beaches, a gated driveway in Forest Hill or a pool two streets from parked cars all add carrying distance and time. Ask every contractor to quote the same scope and state the access assumption — that is where a $300 gap usually comes from.
Is a deposit normal?
For a liner replacement, a materials deposit is normal and usually 30–50% because the liner is cut to measure. For an opening or closing, a deposit is not standard. Never pay a deposit by e-transfer to a personal name that differs from the company on the insurance certificate.
